PoE conversion

Is is possible and/or is someone making an adapter that will convert 802.3af to passive PoE? They both supply power on the same pairs, but there is some form of verification that the device on the other end is 802.3af compliant. My idea is to use some of these smart, semi-managed, web interface controlled switches to feed my devices at each transmitter location, regulating and monitoring power consumption and allowing easy port by port control of power (on/off).

So far what I have tested shows that I can go from 802.3af switch to Linksys PoE splitter, to passive PoE injector, to Bullet2 (or whatever). Not exactly pretty or compact, but cheap and workable. Any further reduction that can be done?
