I am building a Point to Multipoint (simple<100 user).
I will use radio backhaul to a sector type broadcast hub.
At the hub, I like to have the router there as well as Radius or hosted billing solutions. Any suggestions or viewpoints appreciated.

As router, a devices based on RouterOS (Routerboard or PC platform) will support all yours requests.
Install RADIUS server (freeradius is a good choice) and billing software on the same machine and enjoy ;)
Why you would use a sector for bakcbone? I not think that is a good idea...

Finally, you are saying use a PC with Routerboard and radius in one?

no ment install RouterOS on a Pc as your central Router and get a second machine (PC) install there Freeradius and billing .
That way you are flexible enough .

Sounds complex, any suggestions for off the shelf router and using a pc connected to that for billing? The Routerboard looks awesome, but looks a bit complicated. Freeradius looks way over my head. How steep is that learning curve. I want this as simple as possible.

Technically, you can install Freeradius and RouterOS in the same machine (virtual machine...), but I non think that is a good idea (not simply implementation)
I suggest two separate machines: RouterOS and RADIUS/Billing.
You can evaluate embedded RouterOS UserManager rather then external RABIUS.

So, 1 Routerboard= Handles backhaul radio and 2 sector radios.
Could I then just use a laptop for the Radius stuff and where/how would that connect? i.e. 3 etherports are used for radios?...
