distance between xr9's is 400ft. I want narrow antennas to limit noise. Given the short distance is this setup an overkill? Any suggestions?
Even if you ran it at 54 Mbps, you have a 48 dB fade margin to blow through the roof and trees, and still not saturate the receiver.
You can always reduce the data speed to get another 10 dB or so.
Just as long as you don't hit the RX with more than 20 or 30 dBm.

Seems a little pricey to me for such a short distance to cover. I would think 2 nanostation loco's would cover it just fine. Sometimes we even do 2 indoor routers with WDS up to 400 feet, although usually LOS. Since you are wanting a narrow beam width though, you might consider 2 bullet2's and small grid antennas.
