Pledge to award prize even if nobody meets all requirements?

Will the best entrant win (as determined by judges) even if no entrant meets all the requirements?

Especially on the OpenWrt technical side, there are some complex areas: http://forum.ubnt.com/forum/viewtopic.php?t=8884

I perceive a less than zero chance of every entrant failing to meet 100% of the requirements.

I think Ubiquiti should pledge to give out the prize even if all the requirements are not met...

If my entry meets *more* than the requirements, can i get a pro-rata BIGGER payout ?

Like if i do Load Balancing as well, that's like another 8% ?
