I saw mention of this in another thread and thought it deservedi it's own:

"Communications Assistance for Law Enforcement Act"

I had never heard of it before and so far I have not found good info on how it applies to WISPs.

If, as a wisp, are selling bandwidth to end users which you are purcasing from Qwest who is in turn purchasing it from AT&T do they share any responsability for compliance?

In what "format" must data be made available to law enforcement?

Could it be as simple as a packet capture device connected at your gateway that you enable upon request? Perhaps Ethereal running on a PC?

No, the FCC rules specifically say that YOU, as the direct provider of the "for pay" service must be responsible. http://www.isp-planet.com/fixed_wireless/politics/2007/wispa_calea_faq.html

ATIS has the only accepted standard at this point in time. but it copyrighted and you have to purchase their document.

The FBI would like to see us capture the data and hold it in a local server where they can download PCAP files via a VPN FTP connection.

Mikrotik http://wiki.mikrotik.com/wiki/Calea has some information.

You may also want to contact your upstream provider.

The upstream provider where you get your internet connection is out of the loop. You...as the actual provider of your service to paying customers (free use hotspots are exempt), must provide the CALEA path.
