I'm really intrigued by the RouterStation. The application I'm thinking of would need a couple of new mini-PCI cards ... is there a "standard" developers kit for designing and building such things?

When you say "developer's kit", to me that means a bundled package all ready to ship out in one box. You could simply order one Router and three cards separately and accomplish the same thing.
There is also an downloadable SDK if you are asking about that.
No, you missed my point: I want to develop a new mini-PCI card with a 2m FM radio transceiver on it.
Well..given the lack of clarity in your question, I gave the best two answers.
Since I have no idea of what your goal is, I would have to suggest anything to do uniquely with the UBNT Routerstation is a moot point.
As I said, I have no idea what your are building, but I'll take a guess. You want to build a VHF transceiver in a min-PCI card form factor. Now that card, once built, should be able to fit into any similar motherboard, such as the Mikrotik RB series boards or the UBNT Routerstation. so any development kit for such a board would be unnecessary.
On the other hand, I'll also take a guess you might be looking for a development kit to design the actual mini-PIC card. In that case, you're pretty much on your own.
Just out of curiosity, how much bandwidth would you want to push through such a card? 2 meter channels aren't that all wide.
Yes, as I said originally, a development kit for a mini PCI card. I thought that your company might have some experience with what's available out there.
My interest in the RouterStation is for APRS amateur packet radio. It's true that the channels are small and not much data can be moved through them, but that's the way it goes.
I think the RouterStation would make a great platform for an integrated igate/digipeater, if there were suitable miniPCI cards to deal with the radios. They could certainly be interfaced via serial ports and external TNCs, but that's not as attractive a package.
