I have test power of my bullet 5 and at 36mb is around 17dbm.

The Bullet 5 is rated at 20 dBm +/- 1.5 dB.
So....at worse, it would have an 18.5 dBm output. Either you have a bad unit (unlikely) or some loss in your cable or connector (more likely) adding another 1.5 dB of loss.
