Define "anywhere". From a laptop at street level indoors? If so, it will cost you in round numbers $30,000 per square mile.

Can u tell me what hardware i need to start this
Asking what equipment you'll need is the least important questions behind half a dozen far more critical questions.
Without knowing anything about what you want to do, it may cost you $20,000 to $100,000 to get started.
At this point, you really, really, really need to hire a consultant JUST to tell you if the idea is feasible. They will most likely want $1,000 up front and non-refundable in case they tell you the idea is not economically realistic, and then $300 per hour thereafter.
Or you can spend at least a year learning it all on your own. By spring of 2011 you should be ready to start billing your first customer.

That is perhaps the most worst combination I can think of...
1) "Boosters" if they mean a power amplifier is a disaster. No decent WISP uses them.
2) A 29 dBi antenna is VERY directional, not anything like a traditional sector antenna. You would need thirty or forty of them for 360º coverage.
3) 400 mW and a 29 dBi antenna would most likely exceed the legal EIRP in ANY county for a PtM emitter.
You really need to hire a consultant.
