If the M is used as access point in a public place, many chances are that it will be working in b/g mode since clients mostly are using G.
Will that access point be able to accomodate more clients since the processor is 400mhz, compared to regular bullet ?

Yes, even as a legacy type Ap it will handle more clients assuming everything else on the network is perfect.

If we consider the network is rock solid, is the cpu speed very determinant for the number of clients possible, or what else has to be considered ?

I have to mention that to be able to have clients in G mode, you have to not forget to set channel to 20mhz, and disable Airmax...
