As I very know from experience, introducing more power to achieve a better signal often results in slower data rates. On a 25 mile link, would it be better to use a HP version or regular? How much throughput can be achieved when transmitting at the full 600mw?

More power, as in running the radio at its rated speed, can introduce noise. Most people back the TPO down 1 or 2 dB from the rated TPO at the selected data speed.

put up a better antenna on both sides, and lower the output power. guaranteed better results...

It's actually a balance based on the radio. Start with the maximum power output at the maximum rate of the radio. From there, you calculate the antennas you need to maintain that rate based on path calculations. From there, you start compromising. For example, WHT is getting 26Mbps at 22 miles with the grid antennas. If he needed higher bandwidth, he would get bigger antennas but the cost might go from $60 to $400 to do that.
